Deputy Commander of NATO Headquarters in Sarajevo Brigadier Ole Fauske visited Hydro-Engineering Institute of the Faculty of Civil Engineering Sarajevo

On Moday, 19 May 2014, the Hydro-Engineering Institute of the Faculty of Civil Engineering Sarajevo hosted the delegation of NATO Headquarters in Bosnia and Herzegovina, composed of:

Brigadier Ole Fauske, Deputy Commander of NATO Headquarters in Sarajevo

Danny Saracino, Advisory Team of NATO Headquarters

Ines Kuburovic, Spokesperson of NATO Headquarters

The honourable guests were informed about the activities carried out within the project "Development of a Decision Support System for Reducing Risk from Environmental Pollution in the Bosna River", funded by NATO and ending in May 2014.

In addition, the delegation has also visited the Laboratory for water and soil quality control, an integral part of the Institute, and got acquainted with advanced equipment for sampling and analysis of priority substances in water, used within the mentioned project for the implementation of activities related to monitoring of quality of the Bosna River.

At the end of the visit, the honorable guests were presented with future plans for the implementation of new scientific and research projects, within which the Institute would have the opportunity to apply the newly gained knowledge and laboratory equipment.

Final workshop within the project “Development of a Decision Support System for Reducing Risk from Environment Pollution in the Bosna River"

Final workshop within the project Development of a Decision Support System for Reducing Risk from Environment Pollution in the Bosna Riverwas held in Doboj,on the premises of Hotel Integra on 1 April 2014.

 Project implementation started in 2011, and it will officially end in May 2014. Main project objective is to develop a Decision Support System (DSS). DSS allows identification of major risk related to environmental pollution in the basin and prioritization of relevant substances which are specific for the selected river basin. It also proposes technical solutions for the reduction of the pollution.

For the implementation of this project, the Bosna River basin was chosen as a pilot project area, since extremely high pollution pressures have been registered in previous projects.

For the purpose of achieving project objectives, modern sampling techniques and sophisticated quantitative and qualitative analytical techniques for the analysis of the priority substances in the Bosna River were applied during the period of past two years.

Results of the analysis have been elaborated by the experts of the Hydro-Engineering Institute from Sarajevo but under expert instructions provided by the Slovak Institute with an intention to achieve the planned project goals including the following:

  • Identification of the ecological and chemical status of the Bosna River and maximum allowed concentration of priority substances that can be discharged into the water course by polluters in accordance with the principles of the EU Framework Water Directive;
  • Preparation of the list of priority substances specific to the Bosna River water course that require monitoring;
  • Preparation of a proposal for the technical measures for the reduction of the pollutants, including economic analysis;
  • Development of an investment scenario for decision makers; and
  • Improvement of scientific collaboration between participant countries, Slovakia and BiH.

Results of the project activities were presented at the final workshop. The workshop was attended by the representatives from relevant institutions for water management and environmental protection of the Federation FbIH and the Republic of Srpska, industries, non-governmental organizations and other stakeholders.

Press Conference on the finalization of the project “Development of a Decision Support System for Reducing Risk from Environmental Pollution in the Bosna River“, the NATO Science for Peace and Security Programme

The project "Development of a Decision Support System for Reducing Risk from Environment Pollution in the Bosna River", financed by the North Atlantic Treaty Organization (NATO), is being realized by the Slovak National Water Reference Laboratory from Bratislava (Slovakia) and Hydro-Engineering Institute Sarajevo (B&H).
 
The main project goals are:
 
Definition of pollution status of Bosna River sub-basin,
Identification of main polluters,
Prioritization (risk assessment) of the relevant specific substances of Bosna River sub-basin and establishment of the limit emission values for the most significant polluters,
Proposal for the technical measures for the reduction of the pollutants, including economical analysis,
Development od investment scenario for the decision makers, and
Improvement of the scientific collaboration among participant countries.
 
The Project has started in 2011, and officially ends in June 2014. Final workshop, which will serve to present realized project results, will be held on Tuesday, April 1st 2014 in the Hotel Integra, Doboj.
 
During the past two years, various project activities have been performed, among which the following: sampling of the sediment and surface water of the Bosna River with the introduction of passive sampling techniques, waste water sampling with the programmed automatic samplers of the selected polluters of Bosna River, laboratory analysis of the water, sediment and material from the passive samplers with the accent on priority substances according to the Water Directive, (2000/60/EC), indication of the ecological and chemical status of the Bosna River, definition of the maximum limit values for the priority substances which could be released into the water course, , identification of the specific priority substances for the Bosna River for which the monitoring programme should be established, and proposal for the technical measures for the reduction/removal of the pollutants.
 
Press Conference on the finalization of the project will be organized in the premises of the Hydro-Engineering Institute Sarajevo on Wednesday, April 2nd2014 at 10:00 am. Planned duration of the conference will be 30 minutes. During the same the public will be addressed by: 
 
  • - PhD. Jarmila Makovinska, Bio. Eng. – Project leader on behalf of NATO member country – Slovakia
  • - PhD. Tarik Kupusović, Civ. Eng.– Project leader on behalf of B&H, and
  • - PhD. Aleš Bizjak – Project consultant on behalf of NATO SFP Programme.
The Conference presenters will be experts from the Slovak National Water Reference Laboratory from Bratislava (Slovakia) and Hydro-Engineering Institute Sarajevo (B&H), who have been actively participated in the realization of the project activities.

A NATOFUNDED PROJECT ON HOW TO REDUCE THE RISK OF ENVIRONMENTAL POLLUTION IN THE BOSNA RIVER

SARAJEVO, 19 January (FENA) - The Hydro Engineering Institute of the Faculty of Civil Engineering Sarajevo and Water Research Institute-National Reference Laboratory for Water from Bratislava, (Slovak Republic) have jointly implemented the project "Development of a decision support forreducing risk from environmental pollution of Bosna River", within the NATO - Science for Peace and Security Programme.

This three-year project, (2011-2014) is funded by the North Atlantic Treaty Organization (NATO), and the main objectives of the project are:

Assessment of pollution of the Bosna River Sub-basin;

Identification of major pollutants;

Prioritization (risk assessment) of the relevant specific substances in the Bosna River Sub-basin and the establishment of emission limit values for major polluters;

Drafting of technical solutions towards pollution reduction, including economic analysis, development of investment scenarios for decision-makers and improvement of scientific cooperation between the program participating countries.


As the Hydro Engineering Institute Sarajevo reported to FENA, the implementation of this project enables the development of a decision support system (Decision Support System - DSS), which also represents the project's main objective.

Defining and developing of a decision support system will enable: (i) identification of the main risks related to the environmental pollution of the river basin, and (ii) defining recommendations in terms of technical solutions for the reduction / elimination of pollution.

For the assessment of pollution, major polluters have been identified and monitoring of the Bosna River sub-basin has been performed.
The campaign of sampling and monitoring of surface water (at 16 monitoring sites) , sediment (seven monitoring sites) and industrial and municipal wastewater (at 11 outlets) was realized in late August, September and early October of 2012, for the purpose of establishing a „zero state of pollution“ in the Bosna River sub-basin.

The aforementioned monitoring was implemented by a group of experts from the National Reference Laboratory in Bratislava and Hydro Engineering Institute Sarajevo.

Besides the usual sampling techniques, passive samplers (were also used ( at 10 locations, before and after discharges of significant pollutants along the Bosna River). Passive samplers are innovation in the field of sampling.

As part of the preparations for the monitoring campaign, the Water Research Institute - National Reference Laboratory for Water from Slovakia organized a series of courses for personnel from Bosnia and  Herzegovina involved in all activities mentioned above.

Analyses of samples collected during the monitoring campaign was conducted by the AQ BIOS, s.r.o. laboratory in Bratislava.

-The results of this monitoring will be used for comparison with the existing results of monitoring conducted by the relevant water agencies in the FBiH and RS, and will ultimately enable a qualitative monitoring of surface water and the identification of priority and other substances relevant to the Bosna River using innovative passive sampling techniques - Citation from the Hydro Engineering Institute Sarajevo.

In November of 2013, the training on the application of QSAR methods for the determination of environmental toxicity of certain organic pollutants was held in Bratislava for the B&H staff (Sava River Basin Agency in Sarajevo, Adriatic Sea Water Area Agency from Mostar and the Hydro Engineering Institute Sarajevo).

The approximate date of the final workshop within the project has already been agreed (end of March / beginning of April 2014). The aim of the workshop is to present project results.  


The remaining activities planned to be implemented by the end of the project (May 2014) include the finalization of the assessment of quality and ecological status of the Bosna River (based on the assessment of major pollutants of the Bosna River and determination of specific pollutants in the sub-basin).

Special attention will be paid to the prioritization of hazardous substances, as well as to activities related to the evaluation of decision support systems - including a proposal of technical installations / solutions and preparation of scenarios , as the Hydro EngineeringInstitute Sarajevoreported to FENA.

A visit of the Deputy Commander at NATO HQ in BiH to Krug 99

On Sunday, 1 December 2013, a keynote speaker during the regular session of the Association of Independent Intellectuals “Krug 99” was colonel Ole Fauske, Deputy Commander at NATO Headquarters in BiH. He spoke on the following subject: “Either BiH to NATO, or possibly, NATO troupes to BiH!” During the discussion that followed afterwards, prof. dr. Tarik Kupusović presented the project “Development of a Decision Support System for Reducing Risk from Environmental Pollution in the Bosna River” financed by NATO – Science for Peace and Security and implemented by the National Water Reference Laboratory from Bratislava, Slovakia, and the Hydro Engineering Institute Sarajevo from Sarajevo, Bosnia and Herzegovina. The project implementation started in May 2011 and will last until May 2014.

Project team meeting

Project team meeting was held in the period of 5 – 8 November 2013. Implemented activities were analyzed and dynamics of the activities implementation for future period was agreed. The meeting was attended by:

-          Jarmila Makovinska – NATO Country Project Director – Slovakia,

-          Tarik Kupusović – Partner Country Project Director – BiH,

-          Dalila Jabučar – project team member,

-          Branko Vučjak – project team member,

The meeting was also briefly attended by the consultant engaged on behalf of the NATO SFP Programme, Mr. Aleš Bizjak.

An approximate date of the final workshop was also agreed (Doboj, 31 March – 2 April, 2014.), when final project results will be presented.

QSAR Seminar in Bratislava, Slovakia

In the period from October 3rd to October 4th 2013, a Seminar on the usage of the QSAR analysis methods for assessment of ecological toxicity of individual polluters was organised in Bratislava. The focus of this training was the usage of QSAR methods for prioritisation of organic polluting substances with significant levels of toxicity for living organisms in rivers.

Experts from Hydro-Engineering Institute Sarajevo and two reference laboratories: Sava River Watershed Agency Sarajevo and Adriatic Sea Watershed Agency Mostar, took part in the training.

The main issues discussed at the seminar are relevant to the prioritisation approach, implemented by NORMAN (network of reference laboratories for monitoring new pollutants) as well as to the issue of its importance and possibilities of such approach for Bosna river basin.

This network was established in 2005. with the help of financial support of the European Commision, with the aim of improving data exchange between reference laboratories and cooperation for collecting information and data about the new type of polluters.

The first workshop within the project “Development of a Decision Support System for Reducing Risk from Environment Pollution in the Bosna River”, the NATO Science for Peace and Security Programme

The first workshop within the project “Development of a Decision Support System for Reducing Risk from Environment Pollution in the Bosna River” was held on Thursday, 21 March, 2013, on the premises of the Hotel Hollywood in Sarajevo.

This three-year project has been financed by the North Atlantic Treaty Organization (NATO) – the Science for Peace and Security Programme, and has been implemented as a partnership between two water research institutes: the Slovak National Water Reference Laboratory from Bratislava and the Hydro Engineering Institute Sarajevo, Bosnia and Herzegovina.

By implementing this project, the proposal for developing Decision Support System (DSS) is going to be defined, which is also the main objective of the project. Defining and developing the above-mentioned system is going to enable the following:

·         Identification of major risks related to environmental pollution in the basin, and

·         Formulating recommendations for technical solutions for the pollution reduction / removal.

During the first workshop, the following themes were discussed:

·         Introduction of the project, including planned, performed and future project activities as well as foreseen results,

·         Introduction and application of the major principles of surface water status assessment  according to the Water Framework Directive,

·         Presentation of preliminary monitoring results of the surface water course and wastewater on the established measurement profiles along the Bosna River during the jointed sampling campaign in the period August – September 2012,

·         Introduction of the identified ecological and chemical status of the Bosna River to the public,

·         Introduction of the major principles of the passive sampling to the public.

The workshop organizers used the opportunity to express their gratitude to the representatives of the Sava River Basin District Agency from Sarajevo and Waters of Srpska – Local Office of the Bosna River Basin District from Doboj, as well as the following industries: Prevent Leather Sarajevo from Visoko, Thermal Power Plant Kakanj, ArcelorMittal from Zenica, Natron Hayat from Maglaj and the Modriča Petroleum Refinery, that provided substantial support and assistance during the period of the Bosna River surface water and the wastewater sampling.  

There was an active involvement of participants throughout the whole workshop, and they expressed great enthusiasm for participating in the following project phases. The workshop organizers made a commitment to inform the participants, including academic and political public, on the project results via magazine articles, papers published in academic journals, the Internet and other communication channels.
